Mishandling of international donation denounced by Ny Fanahy no Maha-Olona NGO

Antananarivo – 8 December, 2017. The Malagasy NGO, Ny Fanahy no Maha-Olona has exposed this morning a sad case of how international aids are managed by local authorities in Madagascar. The issue, touching directly their activities was qualified by its Chairman, Ny Rado Rafalimanana as a disgrace for Government.


Improving living conditions for Malagasy people

Founded in 2013,  Ny Fanahy no Maha-Olona started as a local association to become today an international NGO pouring itself into awarding better living conditions to Malagasy people and this, in partnership with Mohammed Bin Rashid Al Maktoum Humanitarian & Charity and Dubai Red Crescent. Since then,  the NGO has intervened in Madagascar on many occasions such as responding to cyclone ARUNA outcomes in Tulear in 2013, installing mobile clinics in the South West for emergency care and clothing donations in the Eastern region. In early 2017,  the last passage of cyclone ENAWO along the island didn’t leave the NGO insensitive.

300.000 $ donation given to the BNGRC

During a press briefing this morning, Ny Rado Rafalimanana and the NGO Coordination commitees revealed the decision of Malagasy Government to put one container offered by this latter for public auction. The container, coming directly from The King of Dubai and Family is valued at 300.000 $ and composed of pre-cooked food especially tailored to meet foor requirement for people in the SAVA deeply affected by the cyclone at that time. Following administrative duties and tax free process, the NGO transfered the container beneficiary as for the BNGRC  at its arrival at Tamatave harbour in May 2017 ; a change that broke totally the NGO’s ability to monitor how the donation ended. Though weekly attempts to ask if products were distributed or not were made during three months after the name transfer, the BNGRC offices seemed to be busy in managing so much donations and no real answers was given to the NGO. It only received on 4 December 2017, the incredible situation of their donations by email.

The email sent by the shipping company Maersk Line to the NGO office in Dubai came as a thunderclap. Whether the container number GESU2802530 will be taken back by the sender or be auctioned publicly by Monday 11 December 2017. Ny Rado Rafalimanana declared how shameful this situation is for current Government. « We thought foods in this container have already been distributed to Enawo victims … now we are not sure if these are still edible for we don’t know the expiry date …» he said. In response to the issue, the NGO and its partner Sheik Mohammed Bin Rashid Al Maktoum Humanitarian & Charity from UAE have asked for an official explanation before the expected auction date from the BNGRC representative and His excellency Mr Hery Rajaonarimampianina, President of Madagascar.

An humanitarian aid turned into a personal affair.

The last advancement on this affair was the BNGRC’s answer on Thusday 7  December 2017 at 10h00 night modifying the issue into a personal affair and stated that the container was supposed to be channeled in Antalaha (SAVA Region) for the benefits of Ny Rado Rafalimanana’s wife’s family who is originated from the previously mentionned town.

Periodically hit by natural disasters, it has been common for Madagascar to receive donations and financial supports from local and international organizations each year. The National Office for Disaster Risk and Disaster Management (BNGRC) is the official agency handling international aids of all kinds but this case is indeniably one of the multiple motives for international partners to flee from helping the country which is used to asking for help.
